TERMS AND CONDITIONS

1. Acceptance of Terms

By registering for an account, accessing, or using the Barangay Rizal commUNITY Complaint and Request Tracker (the "System"), you acknowledge that you have read, understood, and agree to be bound by these Terms and Conditions, as well as any applicable laws and regulations of the Republic of the Philippines.

DATA PRIVACY NOTICE (Pursuant to Republic Act No. 10173 - Data Privacy Act of 2012)

Barangay Rizal respects your privacy and is committed to protecting your personal data in accordance with the Data Privacy Act of 2012 (Republic Act No. 10173). By registering for an account, you consent to the collection, processing, storage, and use of your personal information for the following purposes:

  • Verification of your residency in Barangay Rizal
  • Processing and resolution of complaints and service requests
  • Communication regarding your submissions and case status
  • Generation of reports and statistics (anonymized)
  • Compliance with legal and regulatory requirements

Your personal data will be retained only for as long as necessary to fulfill these purposes or as required by law. You have the right to access, correct, or request deletion of your personal information, subject to legal limitations. For any privacy concerns, you may contact the Barangay Data Protection Officer at brgy@complaint.gmail.com.

2. User Registration and Eligibility

To use the System, you must:

  • Be a legitimate resident of Barangay Rizal, Taguig, Metro Manila.
  • Provide accurate, complete, and truthful information during registration.
  • Upload a valid Barangay ID for verification purposes.
  • Be at least 18 years of age or have parental/guardian consent.

3. Submission of Complaints and Requests

You agree to provide accurate, truthful, and complete information when filing complaints or requests. Filing false, fraudulent, or malicious complaints may result in:

  • Rejection of your complaint or request.
  • Suspension or termination of your account.
  • Legal liability under applicable Philippine laws.

4. Prohibited Submissions

You shall not submit any complaint or request that:

  • Contains defamatory, obscene, or offensive language.
  • Violates any barangay ordinance or national law.
  • Infringes on the rights of any third party.
  • Contains false or misleading information.
  • Is intended to harass, intimidate, or threaten any person.

5. OTP Verification

The System uses One-Time Password (OTP) verification for login security. You agree to keep OTPs confidential and not share them with anyone. The Barangay will never ask for your OTP outside of the System's login process.

6. Account Security

You are solely responsible for maintaining the confidentiality of your account credentials. You agree to notify Barangay Rizal immediately of any unauthorized use of your account.

7. Limitation of Liability

Barangay Rizal shall not be liable for any indirect, incidental, or consequential damages arising from your use of the System, including but not limited to delays in processing due to circumstances beyond reasonable control.

8. Amendments to Terms

The Barangay reserves the right to modify these Terms and Conditions at any time. Changes will be effective immediately upon posting. Your continued use of the System constitutes acceptance of the modified terms.

9. Governing Law

These Terms shall be governed by the laws of the Republic of the Philippines. Any disputes shall be resolved through the appropriate courts that have jurisdiction over Taguig, Metro Manila.
